This part-volume brings together all the texts adopted by the Parliamentary Assembly during the first part of the 2006 Ordinary Session (23-27 January 2006). The Assembly meets four times every year (January, April, June and October).The Assembly can adopt three different types of texts: opinions, recommendations and resolutions. Opinions are mostly expressed by the Assembly on questions put to it by the Committee of Ministers, such as the admission of new member states to the Council of Europe, but also on draft conventions, or the budget. Recommendations contain proposals addressed to the Committee of Ministers, the implementation of which is within the competence of governments. Resolutions embody decisions by the Assembly on questions which it is empowered to put into effect or expressions of views for which it alone is responsible. They can also be addressed to national parliaments. References to committees: the Bureau of the Assembly decides whether communications - in particular from the Committee of Ministers and from the Secretary General - and motions for recommendations and resolutions should be referred to the appropriate committee for action, if any. Referrals are then ratified by the Parliamentary Assembly. The Parliamentary Assembly's publications include, among others, the Officiai report of debates, Assembly documents and Orders of the day and minutes of proceedings.

Ob es nun ein Heilungs- oder Naturwunder ist, unser Verstand lässt uns vor diesen Erzählungen zurückweichen, weil wir der Ansicht sind, alles mit unserem Denken begreifen können zu müssen, damit es wahr sein kann. Alles, was wir nicht mit eigenen Augen gesehen haben oder durch Überlegung beweisen können, ist nicht existent oder eine Lüge. Der zunehmende Fortschritt unserer Gesellschaft, gerade in Naturwissenschaft und Technik, lässt uns an der Glaubwürdigkeit biblischer Texte zweifeln oder diese sogar als Unsinn abtun. Durch den rasanten Erkenntnisgewinn der letzten Jahrhunderte wurden die Welt und wir selbst entmythologisiert, unsere Betrachtung der Dinge wurde nüchterner und wir glauben, für alles in dieser Welt eine rationale Erklärung zu haben. So wird auf die Wundererzählungen der Bibel oft als Beweis dafür verwiesen, dass der Glaube an einen Gott und dessen Macht längst überholt und nur Phantasterei sei, die den Fortschritt und das moderne Denken nur bremse, anstatt es zu befördern. Und dennoch existiert die dem Menschen innenwohnende Sehnsucht nach Wundern, die „an den vielfältigen Begrenztheiten und Unvollkommenheiten unseres Lebens und unserer Wirklichkeit entsteht“. Es ergibt sich automatisch ein Zwiespalt zwischen dem Wunsch nach der Wahrheit im Wunder und der rationalen (?) Wirklichkeitsbetrachtung. Ein Naturwunder wie die Sturmstillung durch Jesus bei Matthäus trägt genau diese Problematik in sich. Was kann diese Erzählung aus der Antike für eine Wahrheit für den heutigen skeptisch denkenden Menschen beinhalten, wenn sie doch in den Augen der modernen Wissenschaft nicht viel mehr ist als ein Märchen? Hat sie überhaupt noch eine Bedeutung für die heutige Zeit und den Leser selbst? Mit dieser Exegese der Sturmstillungsperikope bei Matthäus soll ein Versuch unternommen werden, eine plausible Antwort auf diese Fragen zu finden und dem Wunder Jesu aus einer modernen Perspektive eine Chance auf neue Betrachtungsweisen zu geben.
